A 46-year-old male was pronounced deceased at a local hospital on June 23 following a very brief contact with Anaheim Police Department (APD) officers. Around 5:36 p.m., APD received numerous calls reporting a male acting bizarrely and running in and out of traffic in the 1000 block of W. Lincoln Avenue. At least one caller said the subject appeared to be trying to get cars to hit him.
A few minutes later, two APD officers found the subject, believed to be a 46-year-old transient, in a nearby parking lot. As the officers approached, the subject was acting erratically and the officers attempted to handcuff him for their safety as well as his own safety. The subject resisted and the officers used basic control holds to roll the subject onto his stomach and handcuff him.
Within less than a minute, the officers noticed the subject was in medical distress and began life-saving efforts, including the administration of narcan and the application of CPR. Anaheim Fire & Rescue personnel responded and the subject was transported to a local hospital where he was pronounced deceased.
The officers involved were equipped with body worn cameras and they activated the cameras prior to the contact. At no time did officers employ the use of a carotid restraint, electronic control device (Taser), impact weapon (baton) or strikes.
As is customary, the Orange County District Attoney’s Office is investigating with the assistance of the APD Homicide Detail. The APD Major Incident Review Team is conducting a concurrent administrative investigation.
